I have the honour to refer to your despatch No.331 of the 19th of October, 1948, on the subject of the reorganisation of the Judicial and Legal Departments.

2. In accordance with the approval, conveyed in your despatch under reference, of the creation of the new posts, I recommend that Mr. Trevor Jack Gould be appointed Puisne Judge and Mr. William Aneurin Jones be appointed Registrar General. I also recommend that Mr. Christopher Paul D'Almada e Castro be appointed Registrar, Supreme Court.

I annex statements showing the qualifications and service of the se three officers.

The proposed reorganisation will come into effect from the 1st of April 1949 and I therefore recommend that the appointments of Mr. D'Almada and Mr. Aneurin Jones should be with effect from that date. Mr. Gould however has been acting as Fuisne Judge almost continuously since May 1946 and I recommend that in his case the appointment should be antedated to the 6th of May 1948, the date of my confidential despatch No. 34 seeking approval for the creation of the post.

The Finance Committee of the Legislative Council has approved the appointment of a Puisne Judge and Registrar-General with effect from the dates now recommended by me.
